The help menus within Vantage are not directly accessible withing Vantage because Vantage calls the Windows 95 Help System, which was removed from modern version of Windows by Microsoft.

However, you are able to manually open the Vantage Help file on TS10/TS11 by going here:

P:\Documentation\Vantage52.hlp

It is normal to receive two errors when opening the file. Proceed through the errors and then you will see the full Vantage menu tree.
